Samuel Gustavo Moreno Rojas was a Colombian lawyer and politician, born in 1960 in Miami, USA. He served as the Mayor of Bogotá from 2008 to 2011 and was associated with the Polo Democratico party.

Family Background 
Samuel Moreno Rojas was the son of former congressman Samuel Moreno Díaz and former presidential candidate María Eugenia Rojas. He was also the grandson of General Gustavo Rojas Pinilla, Colombia's military dictator from 1953 to 1957.

Education 
Moreno obtained a degree in Law and Economics from the Universidad del Rosario and a Master's in Public Administration from the John F. Kennedy School of Government at Harvard University.

Political Career
