Chris Fearne

From pediatric surgeon to one of Malta’s best-known political leaders, a career in medicine and public service has shaped a lasting national influence.

Chris Fearne Biography and Medical Career

Born on March 12, 1963, in Attard, Malta, Chris Fearne built his public career on a foundation in medicine. Before entering frontline politics, he spent decades working as a doctor, surgeon, lecturer, and health-care leader, developing experience that would later guide his approach to public policy.

He received his education at St Aloysius College and the University of Malta, where he studied medicine and surgery. He qualified as a doctor in 1987 and later became a Fellow of the Royal College of Surgeons of Edinburgh, gaining a credential recognized across the medical profession.

His medical training also took him to the United Kingdom, where he worked and studied at children’s hospitals including Alder Hey Children’s Hospital in Liverpool and Great Ormond Street Hospital in London. These experiences deepened his expertise in pediatric surgery and exposed him to large public health systems.

Chris Fearne returned to Malta and worked as a consultant pediatric surgeon at Mater Dei Hospital, the country’s main public hospital. He also served as clinical chairman for surgery, taught pediatric surgery at the University of Malta, and examined medical students, combining clinical work with education and health-service management.

His professional life before politics was closely connected to children’s welfare. He became a founding director of the Malta Institute for Medical Education and chaired Celebrities for Kids, a voluntary organization that promotes children’s rights. These roles reflected his belief that public institutions should protect people at their most vulnerable.

His transition into politics did not erase his medical identity. Instead, it gave him a route to apply health-care experience on a larger scale. His understanding of patients, doctors, hospital systems, and public needs would become central to his reputation as a government minister and national spokesperson during crisis.

Chris Fearne Malta Health Minister and Deputy Prime Minister

Chris Fearne was elected to Malta’s House of Representatives in 2013 as a Labour Party member. The election brought the Labour Party into government, and he quickly emerged as one of its prominent new parliamentary figures. His background in medicine made health policy a natural focus for his first executive responsibilities.

In 2014, he was appointed parliamentary secretary for health. The role allowed him to work directly on public health policy, hospital services, prevention programs, medical access, and the relationship between government planning and everyday patient experience. It also marked the beginning of a decade in senior government positions.

He became minister for health in 2016, taking responsibility for Malta’s national health service. His tenure included initiatives involving primary care, cancer treatment, hospital capacity, medical access, and reproductive services. Supporters have highlighted his efforts to reduce waiting times and expand the availability of care beyond major hospital settings.

In 2017, he was elected deputy leader for parliamentary affairs of the Labour Party and was sworn in as deputy prime minister. The appointment made him one of the country’s most senior elected officials. He retained the health portfolio, giving him a powerful role in both government strategy and public communication.

His public profile rose significantly during the COVID-19 pandemic. Alongside public-health officials, he regularly addressed the country about testing, restrictions, vaccination, hospital preparedness, and the changing risks of the virus. His calm, medically informed manner made him one of the most visible figures in Malta’s response.

Malta’s pandemic policies included testing programs, vaccination campaigns, financial support measures, and health guidance designed to protect hospitals from overwhelming pressure. His role was widely associated with the effort to balance public safety, economic activity, mental well-being, and the practical realities faced by families and businesses.

Public Health Achievements and Global Work

His work in health policy extended beyond Malta. He promoted greater transparency in the pricing of medicines, arguing that smaller countries should cooperate when negotiating with major pharmaceutical companies. His position reflected concern that confidential pricing arrangements can make vital treatments difficult for public health systems to afford.

During Malta’s presidency of the Council of the European Union in 2017, he helped advance the Valletta Declaration. The initiative brought together European countries to cooperate on pharmaceutical pricing, antimicrobial resistance, and cross-border health issues. It aimed to give national health systems a stronger collective voice in negotiations.

He also became involved in international efforts to address antimicrobial resistance. This growing public-health challenge occurs when bacteria and other microbes become less responsive to medicines. His work emphasized that antibiotic resistance is not limited to one country because it affects hospitals, food systems, travel, and global health security.

In 2023, he was elected president of the 76th World Health Assembly, the decision-making body of the World Health Organization. He became the first Maltese person to hold this position. The role placed him at the center of global discussions about health systems, pandemic readiness, disease prevention, and international cooperation.

His health-ministry years also included efforts to improve fertility treatment and assisted reproduction. Malta made changes to IVF laws and services, broadening options for people seeking to become parents. The policy area involved complex ethical debate, but it reflected his view that medicine and public policy should respond to changing social needs.

His supporters have pointed to expanded health centers, investment in cancer medicines, shorter waiting lists, and greater attention to primary care as important parts of his record. Critics have raised questions about health-system governance and the wider political decisions made during his ministerial years, demonstrating the scrutiny attached to high office.

Political Legacy and Ongoing Challenges

In 2020, he contested the Labour Party leadership after Joseph Muscat resigned as prime minister. Although he was widely viewed as a leading contender, Robert Abela won the contest. He remained deputy prime minister and health minister, continuing to play a central role in government during a period dominated by the pandemic.

In January 2024, he moved from the health portfolio to become minister for European funds, social dialogue, and consumer protection. He was also expected to become Malta’s nominee for the European Commission. The planned move suggested that his career might enter a new stage focused on European policy and international representation.

That direction changed in May 2024, when prosecutors brought charges against him connected to the Vitals and Steward hospitals concession case. The charges included fraud, misappropriation, and fraudulent gain. He denied wrongdoing, said he expected to be cleared through the courts, and resigned from his government posts and European Commission nomination.

The case concerns a controversial agreement involving the management of three public hospitals. It is important to distinguish allegations from findings: criminal charges are accusations subject to court proceedings, and he has consistently maintained his innocence. The legal process remains central to how this chapter of his public life will ultimately be assessed.

His career demonstrates the unusual path of a specialist doctor who became a major political figure. His background in pediatric surgery gave him credibility in health debates, while his government responsibilities placed him at the intersection of medicine, finance, law, public trust, and the daily pressures of national leadership.

His long-term legacy will be shaped by both his record in public health and the resolution of the legal proceedings he contests. Whatever the final assessment, his story shows how professional expertise can lead into public service and how leadership in modern democracy demands resilience, accountability, and a willingness to face intense scrutiny.
