Paul Biya was born on February 13, 1933, in the village of Mvomeka'a in Cameroon's South Region, specifically Meyomessala Subdivision, Dja-et-Lobo Division. His father, Etienne Mvondo Assam, worked as a catechist for the Catholic Church, while his mother, Anastasie Eyenga Elle, managed the home. Biya completed primary education at Catholic School Nden in 1948, then attended St. Tharcissius Pre-seminary in Edea and Minor Seminary in Akono until 1954. He earned his B.E.P.C. in 1953 and baccalauréat in philosophy from Lycée Général Leclerc in Yaoundé in 1956. Further studies took him to France, where he pursued political science and law at Lycée Louis-le-Grand and the Sorbonne in Paris, laying the foundation for his civil service career.

Biya entered government in 1968 as Secretary General at the Presidency, rising to Minister of State in 1972. Appointed Prime Minister in 1975, he became constitutional successor to President Ahidjo. On November 6, 1982, following Ahidjo's resignation, Biya assumed the presidency and crushed a 1984 coup attempt to solidify control. Reelected in 1984, 1988, 1992, 1997, 2004, 2011, 2018, and 2025, he has navigated economic policies, the Bakassi dispute resolution in 2006, and ongoing separatist conflicts.

Biya married Jeanne-Irène Atyam in 1961; she passed away in 1992, and they adopted Franck Biya, now a businessman. In 1994, he wed Chantal Vigouroux, 36 years his junior, with whom he has two children: Paul Biya Jr., who stays out of the spotlight, and Anastasie Brenda Eyenga Biya, a rapper and LGBTQ activist who came out in 2024.
