Samuel Gustavo Moreno Rojas was a Colombian lawyer and politician best known for serving as Mayor of Bogota from 2008 to 2011. He belonged to the left‑leaning Polo Democrático Alternativo party and came from a prominent political dynasty descended from former president and military leader Gustavo Rojas Pinilla. Moreno’s tenure in Bogota was marked by ambitious infrastructure plans but also by serious corruption scandals that ultimately led to his removal from office and a long prison sentence.

Childhood

Samuel Moreno Rojas was born on February 11, 1960 in Miami, United States, while his parents were living in exile. His family returned to Colombia after his grandfather Gustavo Rojas Pinilla fell from power, and he grew up in a politically charged environment. His father, Samuel Moreno Díaz, was a congressman and lawyer, and his mother, María Eugenia Rojas Correa, was a former presidential candidate widely known as La Capitana. Education

Moreno studied law and economics at the Universidad del Rosario in Bogota, one of Colombia’s most prestigious universities. He later completed postgraduate work in business administration at several institutions, including the University of the Andes, Pontificia Universidad Javeriana, and Harvard University’s John F. Career

Moreno began his career in politics as a senator, serving multiple terms from the early 1990s onward and helping to build the Polo Democrático Alternativo movement. During his early years in office he promoted public‑transit projects, urban renewal plans, and social programs aimed at low‑income neighborhoods. Controversies

Moreno’s time as mayor was overshadowed by the Nule Group corruption scandal, known locally as the “carrusel de la contratación,” involving inflated contracts and kickbacks in Bogota’s public‑works projects. Secret recordings exposed negotiations over millions of dollars in bribes tied to construction firms, leading to his suspension from office in 2011 and subsequent criminal charges. After a lengthy legal process, he was convicted of corruption and misappropriation of public funds and sentenced to multiple years in prison. The case became a symbol of institutional corruption in Colombian politics and tarnished his once‑bright political legacy.
