Hans Kluge: WHO Europe director and public health leader

Hans Kluge, born on November 29, 1968, in Roeselare, Belgium, is a medical doctor and public health expert who has served as the World Health Organization Regional Director for Europe since February 2020. A graduate of KU Leuven with qualifications in medicine, surgery, and obstetrics, he began his career as a family physician before joining Médecins Sans Frontières, where he worked in emergency settings in Liberia, Somalia, and Siberia on tuberculosis control and primary care.

He joined WHO in 1999, holding roles in Russia, Myanmar, and the European Region before leading the organization through the COVID-19 pandemic, mpox outbreaks, war-related health crises, and extreme weather events. Hans Kluge was reappointed for a second five-year term in February 2025, reflecting broad support from the 53 Member States in the WHO European Region for his focus on resilience, equity, and cross-sectoral collaboration to protect health.

Hans Kluge priorities and health system reforms

During his first term, Hans Kluge oversaw the administration of 1.7 billion COVID-19 vaccine doses, helped maintain a polio-free region despite outbreaks, and launched the Pan-European Mental Health Coalition to support policies in 42 countries. He also championed digital health strategies, behavioral and cultural insights for health, and the Pan-European Network for Disease Control to improve coordination across both EU and non-EU states.

His second term centers on the European Programme of Work 2026–2030, which prioritizes pandemic preparedness, climate and health, antimicrobial resistance, healthy ageing, and the protection of women’s, girls’, and youth’s rights. In 2026, he issued strong warnings about extreme heat, noting that more than 200,000 heat-related deaths occurred in Europe over four years, and urged governments to treat heat as a serious health crisis requiring national action plans and cross-sector coordination.

Why his leadership matters

Kluge’s leadership matters because it bridges science, policy, and human stories in a region marked by inequality, conflict, and rapid demographic change. By engaging heads of state, ministers, and civil society, he has promoted a comprehensive approach where health is considered in all policies, from urban planning to social protection. His emphasis on solidarity and multilateralism offers a counterweight to growing distrust and division in global affairs.

For public health professionals and policymakers, his tenure demonstrates the importance of preparedness, data-driven decision-making, and community trust. The initiatives he has launched, from mental health coalitions to disease-control networks, provide practical tools that countries can adapt to local contexts. His work shows that resilient health systems are built long before crises hit, through sustained investment and cooperation.

Lessons for leaders and citizens

Hans Kluge’s career offers practical lessons for anyone committed to improving health and well-being. First, start with front-line experience; his work as a doctor and in humanitarian emergencies grounds his policy choices in real-world needs. Second, build coalitions across sectors; his partnerships with governments, international bodies, and communities amplify impact and ensure sustainability. Third, plan for the long term; his focus on climate, ageing, and antimicrobial resistance addresses slow-moving but existential threats.

Finally, center equity and vulnerability in every decision. By consistently highlighting the needs of the most at-risk populations, he models a form of leadership that is both principled and pragmatic. For aspiring leaders and engaged citizens, Hans Kluge stands as proof that dedicated public service, guided by evidence and empathy, can protect lives and shape healthier futures across an entire region.
